MATAplus defies the DOT ADA regulations

On page 26 of the "new" green MATAplus Riders Guide, the Memphis Area Transit Authority openly defies the FTA and the ADA.  Here is what the MATAplus Riders Guide says:

"MATAplus  cannot transport customers with inoperative devices or devices with inoperative locking brakes."

This is directly contrary to the information provided by the FTA:

"Does a common wheelchair need brakes in order to use public transit?

No. The DOT ADA regulations’ definition of a common wheelchair does not include a requirement for brakes or any other equipment. A transit operator may not deny transportation to a wheelchair user because the wheelchair does not have brakes or the user does not choose to set the brakes."
